Summary About the Position: Office of the Chief Information Officer, Army Enterprise Services Agency, Army Records Management Directorate (ARMD), Freedom of Information Act (FIOA) Privacy Act (PA) and Civil Liberties (CL) Division. Fort Belvoir, VA. Responsibilities Responsible for full program management to include leading, planning, and managing the total Army Privacy and Civil Liberties Program. Champion the need for process improvement for both internal and external processes within the span of his/her control or influence. Review Army issuances/publications and provides input to proponents and Army Publishing Directorate regarding potential privacy compromises. Evaluate the operational effectiveness of HQ and field activity Privacy and Civil Liberties programs, and initiates special projects, surveys, and studies designed to advance the implementation of and activities related to the programs. Review laws, rules, regulations, policies, and practices to ensure compliance with the privacy and civil liberties laws and policies. Lead the Privacy and Civil Liberties team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization. Ensure the completeness, accuracy, relevancy, timeliness, and protection of records in Army information systems. Provide advice and guidance to HQDA and Army wide regarding policies and procedures for the Privacy and Civil Liberties Program. Specialized Experience: One year of specialized experience which includes provide oversight to support the development or continuous improvement of a privacy program; provide technical advice and guidance to privacy staff on preparing privacy program forms and reports such as SORNs, PII Breach Reports, or PIAs; and conduct privacy program training or inspections for internal and external personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Compliance Oral Communication Technical Competence Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
